Bureau of Technical Inventory Services

Technical inventory is an inseparable part of the accounting system and the functioning of Ukraine’s real estate market. In simple words, it is the process of inspecting a particular real estate and preparing documents with its main characteristics, including area, layout, technical condition, information about amenities, and others. Everyone who has ever performed any action with real estate, from construction to sale, has encountered the mandatory requirement of preparing technical documentation. The main reasons for contacting the Bureau of Technical Inventory (BTI) include the need to:

  • Prepare a technical passport for the property

  • Obtain an ownership Information Certificate

  • Commission the property or legalize the renovation

  • Change the property’s designated use

Since January 2013, only certified engineer-technicians holding a "Technical Inventory of Real Estate Property" qualification may perform technical inventories, while certain services remain exclusive to state BTI specialists. Technical Passport

The technical passport for real estate is a mandatory document. It is required for the full use of the property: issuing documents regarding ownership changes or partition, renovations, or reconstructions of the real estate, etc. The passport receives unique numbering, thread-binding, and gets sealed with the signatures of authorized and responsible appraisal specialists. Following inventory completion, all data must be recorded in the national Construction Activities Register by the inspecting professional.

We prepare technical passports both for the first time (even for long-established properties) and for reissuance. The customer must provide: a title document, passport data and identification number, and the previous technical passport (if available). The first step is an on-site visit by a specialist who takes necessary measurements and inspects the property’s technical condition. Next, the required calculations are performed, the draftsman creates drawings, prepares the documents, and registers them. The entire procedure including delivery takes up to 3 days. The cost of the work starts from 1700 UAH.

Other Services

Specifically, if the registration of ownership rights for a property was conducted by a municipal bureau of technical inventory in paper form before 2010, the notary will necessarily inform about the requirement to obtain a certificate from BTI regarding the presence or absence of ownership. Such a certificate is needed to establish the property’s belonging to the person who applied to the notary or state registrar. It is required for privatization, donation, sale of real estate, mortgage registration, inheritance matters, and other notarial actions. Our company offers the possibility to obtain this certificate within one day. The cost of the work ranges from 1600 to 6000 UAH.

Any real estate property must be officially commissioned after construction completion. This procedure is necessary to fully exercise ownership rights. Sometimes owners need to change a building’s designated purpose, for example, from residential to commercial use or vice versa. One of the most common matters is legalizing unauthorized renovations, while reconstruction projects occur less frequently.
